Coastwatch is a Small Business incorporated under the laws of the State of Washinton and licensed to provide maritime management and consulting services. Established in 1984, the company's officers are all former senior officers of the United States Coast Guard. Coastwatch has as its goal assisting governments and private enterprise to deal with the problems and issues of the world's coastal zones. Its activities focus upon three areas: 

Management:  Program & Project Management; Planning, with emphasis on concept development and requirements definition; and liaison between government agencies and clients.

Systems:  Shipboard, Radio navigation, Vessel Traffic Services (VTS) and C3I. Systems activity embraces Requirement Definition, integration, documentation, verification and validation, Development of training requirements and curricula, maintenance management, logistics and facility engineering.

Opportunity Development:  As an outgrowth of its other activities Coastwatch helps clients to identify, pursue and develop business opportunities both in the United States and overseas. 

Coastwatch management consists of an experienced team with a reputation for excellence. Clients benefit from the working staff approach to problem-solving and management. The team has dealt extensively with the development of requirements, systems and organization for such activities as maritime law enforcement, coastal defense and security, and vessel traffic management. Capabilities in these operational areas are strengthened by experience in Program Management, contingency planning and crisis management. Coastwatch is also experienced in the logistics aspects of maritime operations, including communications and information management. A major strength in this particular area is its background in developing, managing and maintaining short- and long-range radio navigation aids, and in applying those systems to solve operational problems.

Coastwatch is registered in the International Maritime Organization's Technical Co-operation Roster as a source of assistance to its member States.


Founded by Richard Philips in 1974, Philips Publishing Group is a family-owned business now run by his sons, Peter and Christopher, with headquarters in the Fishermen’s Terminal neighborhood of Seattle, Washington, USA.

We specialize in the publication of monthly magazines and newspapers aimed at marine, maritime-related and industrial markets, including Pacific Maritime Magazine, Fishermen’s News, and Propeller Club Quarterly for the Propeller Club and Foghorn for the Passenger Vessel Association.
