Amanda Bibler, Assistant Director, Border Security, CBP

John Currier RADM, USCG - Rear Admiral (Upper Half) John P. Currier assumed command of the 13th Coast District in August 2007. RADM Currier is a veteran aviator with over 6000 flight hours in Coast Guard and Navy fixed and rotary wing aircraft. RADM Currier has spent the majority of his 31 year career conducting Search and Rescue flight operations at six Air Stations, two of which he had command, including AIRSTA Miami, the world’s busiest air-sea search and rescue unit. Promoted to Flag rank in 2005, his most recent assignment was Assistant Commandant for Acquisition at Coast Guard Headquarters. RADM Currier is a distinguished officer with awards including the Legion of Merit, Distinguished Flying Cross, Meritorious Service Medal, Air Medal, and Commendation Medal with "O" device, Achievement Medal with "O" device and others.

Bill Devereaux CAPT, USCG - Captain Bill Devereaux currently serves as the Chief of the Prevention Division in Seattle, Washington. He graduated from the United States Coast Guard Academy in 1982 with a Bachelors of Science Degree in Civil Engineering. Prior to this assignment he served as Chief of Planning and Force Readiness Division in Miami, Florida and Chief of the Government, International, and Public Affairs Division in Seattle, Washington. He served as the Commanding Officer of the Vessel Traffic Service Puget Sound from 2000 to 2003. His afloat tours include Operations Officer of the USCGC SASSAFRAS (WLB 401) at Honolulu, Hawaii from 1982 to 1984, Executive Officer of the USCGC SEDGE (WLB 402) at Homer, Alaska from 1987 to 1989, and Commanding Officer of the USCGC WOODRUSH in Sitka, Alaska from 1993 to 1996. He received a Masters Degree in Industrial Administration from Purdue University in West Lafayette, Indiana in 1990. After graduate school he was assigned as the Industrial Manager at USCG Base Ketchikan, Ketchikan, Alaska from 1990 to 1993. He has also served as the District 13 Aids to Navigation Branch Chief and as a program manager for Civil Engineering at CG Headquarters in Washington, D.C. CAPT Devereaux is married to the former Martha Haines from Weymouth, Massachusetts. They have five children: Meaghan, Kelsey, Kathryn, William, and Christina.

John D Dwyer, Chief, Inspection Division, USCG - John Dwyer is Chief of the Inspection Division at USCG Sector Seattle, with responsibility for safety, environmental and security standards for commercial vessels and waterfront facilities in the Pacific Northwest region.  He is the Sector’s Marine Firefighting Coordinator, and also serves as the head of the Washington State Ferry Security Committee. His staff also oversees merchant mariner licensing for the region. He has 30 years of maritime experience, including vessel inspection, port security, waterfront facility inspection, mariner licensing, casualty investigation, and marine disaster and firefighting response.  He also served in the U.S. Coast Guard Reserve, retiring in 2005 as a Captain while serving as the Pacific Area Reserve Chief of Staff.

Marvin Ferreira, APM Terminals - Received a BS in Political Science at Santa Clara University, 1981. MS Systems Management (Information Systems) - University of Southern California, 1989. Graduate of Army's Command and General Staff College-1993. 

Mr. Ferreira served 20 years active duty US Army Infantry. Held assignments as a Theater Strategic Plans/Exercise/Operations Officer in Europe; The Current Operations Officer for UN Mission in Haiti (to include helping develop the transition plan from Multinational Force to UN Force); and with NATO's Allied Forces Europe Mobile Forces (Land Component). Served as Simulations Exercise Branch Manager and Future Simulations Development Officer for I Corps and Fort Lewis, and Retired in 2001.

He entered the Industry as an Assistant Operations Manager for Vessel Operations with APM Terminals, Tacoma in 2001. He served as Night Operations Manager and Yard/Gate Operations Manager. Then, Ferreira moved into the Security Manager Position in February, 2005. Certified Incident Command System Trainer through Emergency Management Institute and Washington State Emergency Management Division. Member ASIS Olympic Mountain Chapter. Currently serving as Co-Chair, Transportation Sector, Infrastructure Protection Sub-Committee, and Governor’s Committee on Homeland Security and as Chairman of the Facility Security Officer Sub-Committee, Area Maritime Security Committee.

Dan Gatchet, Washington Trucking Associates - Dan Gatchet started in the steamship line industry working for US Lines and APL before serving as president of the largest intermodal trucking company in California in 1983. He has 25 years of experience in the transportation industry. He started West Coast Trucking in Seattle, Washington in 1993 and currently has 80 drivers contracting with them, performing domestic drayage and steamship line work. Dan is involved is several industry groups. He is the past president of the Washington Trucking Associations which represents 900 trucking companies in the State of Washington. Dan received a Business Administration degree from the University of Washington and a Master in Business Administration from the University of San Francisco

Arif Ghouse, Port of Seattle - Arif Ghouse has been with the Port of Seattle since July 2000, and accepted his current position of Director of Seaport Security & Emergency Preparedness in December 2005. His prior position at the Port was Chief of Airport Security at Seattle-Tacoma International Airport where he directed a department of 70 employees.

Born in India, his family moved to England where Arif lived and worked before immigrating to the US in 1994. His prior positions include ones at British Airports Authority and Houston Airport System. He has almost 20 years experience in the aviation field.

Arif has a B.A. with Honors in Business Administration, and a Master’s Degree in Transport Management. 

Arif is currently Vice-Chair of the Puget Sound Area Maritime Security Committee and serves on the Security Committee for the AAPA (American Association of Port Authorities). He is a graduate of the FBI Seattle Citizen’s Academy and is on the Executive Board of the Alumni Association. He is a past Chair for the Airport Council International – North America’s Public Safety and Security Committee and is a certified member of the American Association of Airport Executives.

David Gomez, Asst Special-Agent-in Charge, FBI

Barbara Ivanov, WSDOT - Barbara Ivanov is the Director of the Washington State Department of Transportation (WSDOT) Freight Systems Division. Her responsibilities include crafting the state’s strategic investment plan for the freight system, and introducing the plan to community and regional leaders to gain regional participation and support. She is currently leading initiatives to improve freight system operational efficiencies, build a data framework to monitor system performance, and develop a resilient freight system. 

The Freight Systems Division also develops information and strategies to reduce the environmental impacts of freight movements, manages the state’s freight research program, and administers the WSDOT freight and passenger rail capital programs and operations.

Ms. Ivanov was employed as the executive director of the Kent Chamber of Commerce from 1992 - 2003. She is a graduate of the Executive MBA program at the University of Washington, holds a B.A. in English cum laude from the University of Washington, and is a graduate of the Institutes for Organizational Management administered by the U.S. Chamber of Commerce. She is currently a board member of the Council of Supply Chain Management Professionals (CSCMP) Seattle Chapter.

She is a recipient of the Green River Community College International Award, which recognizes “visionary leadership in international connections.” She was nominated for the Governor’s 2003 Economic Development Award noting ‘exceptional leadership’, and recognized by the Washington State Workforce Development Board in 2003 for developing best practices in the state. She was the first chair of King County's International Trade Board, served as a board member of the 2001 Port of Seattle Harbor Development Strategy Advisory Committee (HDS-21), was a founding member of the Seattle King County Workforce Development Board, and served on the Washington State Chamber of Commerce Executives Board.

Mark McCadden, Chief, Prevention Department USCG - Commander Mark McCadden has been a member of the U.S. Coast Guard for 27 years.  He currently serves as the Chief of the Prevention Department at Sector Seattle and supervises 125 personnel in carrying out the Coast Guard’s safety, security & environmental programs. Commander McCadden has served in other commercial ports along the coasts of Louisiana, Virginia, North Carolina, Oregon and Alaska.  He holds a BS degree from Excelsior College, NY, and earned a graduate degree in management with the University of Phoenix. 

Barry McCaffrey GENERAL, USA (Ret.) - General Barry McCaffrey is President of his own consulting firm based in Arlington, Virginia. He serves as a national security and terrorism analyst for NBC News. The Washington Bureau exclusively represents his speeches.

General McCaffrey is also an Adjunct Professor of International Affairs at the unite Sates Military Academy at West Point, NY. From January 2001 to May 2005 General McCaffrey served as the Bradley Distinguish Professor of International Security Studies.

General McCaffrey graduated from Phillips Academy in Andover, Massachusetts and the US Military Academy at West Point. He holds a Master of Arts degree in civil government form American University. He attended the Harvard University National Security Program as well as the Business School Executive Education Program.

General McCaffrey is active in national security affairs. He co-chaired the Atlantic Council of the United States NATO Counterterrorism Working Group, leading a delegation to Moscow, Mons, Brussels and Warsaw. In 2004 he addressed the “Security of the Americas Conference” in Mexico City and met with senior officials of the Mexican Government. In April 2004, General McCaffrey helped release the CSIS Bi-national Commission Reports on Migration and Border Security. In February 2002, General McCaffrey visited Cuba and participated in a small group session with Fidel and Raul Castro discussing U.S.-Cuba policies. Among the honors he has received are: Health and Human Services Lifetime Achievement Award For Extraordinary Achievement in the Field of Substance Abuse Prevention (2004); recognized as one of the 500 Most Influential People in American Foreign Policy by World Affairs Councils of America (2004); the Department of State’s Superior Honor Award for the Strategic Arms Limitation Talks; The Central Intelligence Agency Great Seal Medallion; the United States Coast Guard Distinguished Public Service Award; the NAACP Roy Wilkins Renown Service Award; the Norman E. Zinberg Award of the Harvard Medical School; The Federal Law Enforcement Foundation's National Service Award; The Community Anti-Drug Coalitions of America Lifetime Achievement Award; and decorations from France, Brazil, Argentina, Colombia, Peru, and Venezuela. In 2007 he was given the National Leadership Award by the Community Anti-Drug Coalitions of America. The Society of American Military Engineers (SAME) awarded General McCaffrey their “Golden Eagle” recognition in 2007. General McCaffrey was inducted into the US Army Ranger Hall of Fame in 2007 at the US Army Infantry Center, Ft. Benning, Georgia. In April 2008, he was honored with the Lifetime of Achievement Award at the American Red Cross Annual Fire & Ice Ball in Washington, DC

Prior to confirmation as the National Drug Policy Director, General McCaffrey served as the Commander-in-Chief of the U.S. Armed Forces Southern Command coordinating national security operations in Latin America. During his military career, he served overseas for thirteen years and completed four combat tours. He commanded the 24th Infantry Division (Mech) during the Desert Storm 400-kilometer left hook attack into Iraq. At retirement from active duty, he was the most highly decorated four-star general in the U.S. Army. He twice received the Distinguished Service Cross, the nation’s second highest medal for valor. He was also awarded two Silver Stars and received three Purple Heart medals for wounds sustained in combat. General McCaffrey served as the assistant to General Colin Powell and supported the Chairman as the JCS advisor to the Secretary of State and the U.S. Ambassador to the United Nations.

Steve Metruck CAPT, USCG - Captain Stephen P. Metruck is the Sector Commander of Sector Seattle. Responsible for carrying out the responsibilities of the Federal Maritime Security Coordinator, Federal on Scene Coordinator for oil spills and hazardous substances, Captain of the Port, Officer in Charge Marine Inspection, and Search and Rescue Mission Coordinator. 

Established on May 10, 2005, Sector Seattle integrated the functions of maritime law enforcement, search and rescue, vessel traffic service, and the Captain of the Port under one operational commander to more effectively manage the sweeping changes of the Coast Guard’s operational environment that resulted from the attacks on September 11, 2001. Unifying the Coast Guard operational command and control functions into the Sector command placed the full range of Coast Guard missions and authorities under a single, local operational commander, the Sector Commander.

From 2004 to 2005: Military Fellow in the International Strategy Program at the Center for Strategic and International studies in Washington, DC. As a Military Fellow, he provided expertise on maritime homeland security, marine safety and cross border issues. 

From 2001 to 2004 he was Commanding Officer of U. S. Coast Guard Marine Safety Office San Diego, California. In San Diego, following the attacks of 9/11, he implemented strategies to enhance protection of one of the Nation’s most strategic ports.

From 1999 to 2001 he was U.S. Coast Guard Liaison to the U.S. Mission to the United Nations in New York City. H served as an advisor to the United Nations Permanent Representative to the United Nations on issues related to oceans and the Law of the Sea, disarmament and arms control, and peacekeeping operations. 

From 1996 to 1999 he worked in the Marine Safety Office in Buffalo, New York and served as Executive Officer of the Command responsible for Northern and Western New York and Pennsylvania. 

From 1994 to 1996 he was a Coast Guard Congressional Fellow. He served on the staff of Senator John F. Kerry of Massachusetts in Washington, DC, worked on issues related to the Coast Guard and the protection of marine natural resources. He attended The Coast Guard Academy and graduated in 1982 with a Bachelor of Science Degree in Ocean Engineering. He attended Harvard University, Kennedy School of Government and received his Masters of Public Administration in 1993. 

He has been honored with two Meritorious Service Medals, three Coast Guard Commendation Medals, the Transportation 9-11 Medal, and the Coast Guard Achievement Medal.

John Schwartz, Transport Security Admin. USCG - Mr. Schwartz is currently the Assistant Director of the Transportation Worker Identification Credential (TWIC) Program. He filled business manager, program manager, and stakeholder outreach positions with the TWIC program since joining the Transportation Security Administration (TSA) in January 2003. He is also leading the initiative to develop and field test the capability to verify biometric information from the TWIC using a contactless reader.
Mr. Schwartz served 29 years in the U.S. Coast Guard, retiring as Chief of Staff of the Mid-Atlantic region. His career included command of five vessels and several senior assignments at Coast Guard Headquarters in Washington, D.C. Before joining TSA, he was a Senior Program Manager in private industry providing engineering, security analysis, and logistics services to the Federal government.
Mr. Schwartz holds an undergraduate engineering degree from the U.S. Coast Guard Academy and graduate degrees from The American University in Public Administration, and the Naval War College in National Security and Strategic Studies.

Jim Serrill, Principal, JDS Maritime - Jim Serrill is the principal of JDS Maritime, a security consulting company based in Seattle. JDS Maritime specializes in solving operational security issues, preparing and auditing security plans and providing Company, Facility and Vessel Security Officer Certification courses that meet US Coast Guard and ISPS standards. Mr. Serrill also writes a monthly security column for Pacific Maritime Magazine.

Prior to founding JDS Maritime, Mr. Serrill was the Director of Seaport Security for the Port of Seattle. In this position he was responsible for implementation of maritime security plans for all Port of Seattle properties. He organized and led the regional seaport security grants program for the Ports of Seattle, Tacoma and Everett that resulted in over $18M in federal grants for enhanced security projects in the three ports. He has been instrumental in the development of the federal cargo security program, Operation Safe Commerce and managed the $33.4M Port of Seattle/Tacoma Operation Safe Commerce efforts. 

Mr. Serrill served as vice-chair of the Puget Sound Area Maritime Security Committee, Chair of the Security Committee of the Puget Sound Harbor Safety Committee and a member of the American Association of Port Authorities Security Committee.

He is a 24-year veteran of the Air Force having flown fighters and directed operational and training organizations. A native of Seattle, he has a bachelor’s degree from Tulane University in New Orleans and a master’s degree from university of Northern Colorado.

J Michael Zachary PE, PPM, Sr. VP, Global Supply Chain Services, Tompkins Associates - Mr. Zachary currently serves as Tompkins Associates Senior Vice President of the Global Supply Chain Services Practice. In this position, he supports the supply chain consulting practice of Tompkins and the infrastructure engineering and planning of related Global Integrated Business Solutions (GIBS) family of companies (of which Tompkins is the consulting arm of GIBS). Mike is responsible for integrating the consulting of supply chain sourcing and movement from point of origin to any destination throughout the world. This includes the planning and design consultation for all road, rail and waterside infrastructure required to efficiently move freight and everyday traffic through both a national and regional infrastructure.

He currently serves as a member of the Department of Homeland Security’s Container Operation Advisory Committee (COAC) and recently served as the Chairman for the Freight Planning and Logistics Committee for the National Academies of Science, Transportation Research Board (AT015).

As a long time maritime industry consultant, Mike’s career achievements include the management of 62 strategic master plans for seaports around the world, and the design, operational analysis or the planning for more than 200 individual port and rail intermodal terminals throughout the world. Mr. Zachary has been involved in the movement of freight, freight mobility and regional transportation planning for many years and is recognized as an expert in the urban planning of transportation infrastructure. In virtually every one of the 200 aforementioned port, marine and rail terminal projects, a major component of the effort was the regional and local urban planning for transportation flow and infrastructure, including the financing, permitting, environmental stewardship and scheduling of the design, construction and operations/maintenance of the facilities and structures.

Mr. Zachary holds a B.S. in Industrial Engineering from Purdue University, an Executive MBA from St. Mary’s College of Moraga (CA), and AAPA’s Professional Port Manager (PPM®) certification. He is a licensed Industrial Engineer in two states, Washington and California. He also served on the Planning Commission for the Cities of Lakewood, Washington and Vancouver, Washington.
